Job Description
An employee in this class plans for 24 hour operations of a plant to treat and provide potable water for over 10,000 customers. Work is performed in accordance with state and federal laws and regulations. Work involves planning and assigning work to subordinates, inspecting the operations of the plant through observation and analysis of laboratory results, ensuring proper preventive maintenance and repairs, and overseeing the operations of a laboratory. Work also involves researching and recommending long and short-range capital facilities and equipment construction and renovation, establishing and maintaining records and reports necessary for full compliance with all regulations and for effective management decision-making, requesting necessary resources in the annual budget, and motivating, coaching, and insuring effective productivity of plant personnel. Work involves public contact, initiative, and judgement. Work is performed under the general supervision of the Public Works Director.
Essential Duties and Tasks
Plans, organizes, directs, and participates in plant operations and process control, laboratory analysis, and preventive maintenance and repair of plant equipment and facilities
Participates with management in planning for current and future capacity needs and plant modifications for increased efficiency or regulatory compliance
Researches and recommends strategies for meeting new regulatory requirements
Establishes, maintains, and analyzes a variety of reports as required and as needed for effective management decision-making.
Serves as Operator in Responsible Charge ensuring that the city meets its permitted levels
Supervises laboratory operations; reviews reports and records for accuracy and to review operations
Plans and requests necessary resources for plant operations as part of annual budget process; administers approved departmental budget
Supervises and participates in preventive maintenance programs for plant equipment and facilities; participates in repair activities and approves contracted repairs
Motivates, coaches, and reviews the performance of subordinate supervisors; ensures proper training and certification of assigned personnel; recommends and participates in disciplinary actions; conducts the hiring process
Knowledge, Skills, and Abilities
Thorough knowledge of the principles and practices of water treatment including operations, pretreatment, laboratory analysis, preventive maintenance practices
Thorough knowledge of the local, state, and federal laws and regulations relating to water treatment and related safety practices
· Considerable knowledge of the City budget, purchasing, and personnel policies and practices.
· Considerable knowledge of effective supervisory practices including motivation, communications, delegation, discipline, performance review, and other supervisory practices and related laws and regulations
Working knowledge of mechanical, electrical, and electronic trades as applied to water treatment facilities and equipment maintenance and repair
Ability to plan and organize work over a broad scope of 24-hour operations and to create and articulate a departmental or organizational vision of excellence.
Ability to operate computer for data storage, retrieval, and analysis
Ability to analyze information and make effective decisions
Ability to establish and maintain effective working relationships with City officials, media, industrial officials, regulatory officials, contractors, other employees, and the general public

General Statement of Duties
Performs routine unskilled manual work in the collection of garbage, trash, and yard waste in the Public Works Department
Distinguishing Features of the Class
An employee in this class performs manual labor involving the collection of refuse and garbage. Employees load trash, including furniture, appliances, and yard waste from curbside. Also works as a member of a leaf and limb crew. Work is performed under the regular supervision of the Leaf and Limb Crew Leader.
Duties and Responsibilities Work
· Works as a member of a trash, yard waste, or garbage collection crew to load trash, debris, and junked furniture and appliances from roadsides
· Works as a member of a leaf collection crew
· Picks up loose trash and litter along street
· Assists with dumping solid waste at transfer site or landfill
· Assists with cleaning and maintenance of trucks and tools
· Assists with other sanitation or public works crews as needed

Must be able to perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, and repetitive motions. Work generally involves continuous field work requiring light to heavy physical activity. Must be able to perform work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Must possess visual acuity to operate a limb chipping machine, as well as a sanitation collection vehicle to collect garbage and refuse.
The employee is subject to working in outside environments including extreme hot and cold weather and work hazards including exposure to noise, smells, vibration, moving mechanical parts, fumes, dust, oils, and skin irritants. The employee is subject to OSHA Standards on bloodborne pathogens.

The purpose of this position is to manage the operations of the Investigation and Patrol Divisions of the Hamlet Police Department in a manner ensuring sound, professional management practices to develop, implement and deliver efficient and effective law enforcement and public safety services.
Distinguishing Features of the Class
Employees in this class serve as a unit commander. The employee shall direct unit operations, monitor and evaluate work, review reports, provide back-up and expert guidance to staff. An employee in this class may be assigned to patrol, criminal investigations, and records and communications. Administrative work includes providing input on policy matters, recommending in-service training, conducting safety training, scheduling manpower and completing time sheets for payroll. Supervisory responsibilities include managing the daily work activities of the unit, conducting employee performance counseling, mentoring, motivating and evaluating performance, conducting meetings to discuss and resolve operational problems, and being held accountable for the efficient operation of the unit. This work requires the application of modern law enforcement techniques, sound judgment, and independent initiative in pursuit of work objectives. Responsibilities
· Identifies and obtains necessary plants; participates in planting, transplanting, fertilizing, spraying, and general care of plant and trees.
· Provides turf maintenance for parks and ball fields including seeding, fertilizing, weed control, mulching, irrigation, and mowing.
· Operates landscaping tools and equipment as needed.
· Chooses and applies a variety of herbicides, pesticides and other chemicals.
· Participates in constructing planting beds, park facilities, and other public grounds facilities; identifies supplies needed.
· Prunes trees using bucket truck or other equipment.
